is determined according to the participant's country
of birth. If your country of birth does not appear
on the list of eligible countries, you can register
as a native of the country of birth of your spouse
or parents. With the help of a three questions test you will be able to find
out whether you are eligible.

"Green Card Registration, will be available only online at the State Department dedicated website - No more regular mailing of applications." Published August 18th 2003
From the State Departement Rule for the DV2010:"Alien petitioners for the Diversity Visa Program will no longer be permitted to submit a petition by mail. Instead, the Department will require that all petitions be submitted to it in an electronic format, using an Internet website dedicated specifically to the submission and receipt of Diversity Visa."
